Parliamentary elections are a good time to evaluate the functioning of democracy in a country such as Albania.
Albert Rakipi is Director of the Tirana-based Albanian Institute for International Studies. He has a PhD in international relations from Bilkent University. Before assuming this position, he previously served as deputy Minister of Foreign Affairs of the Republic of Albania and as a career diplomat. He is the co- founder and co-president of the Albanian Council on Foreign Relations, founder of a monthly magazine Europa, co-founder and editorial page editor of the English language weekly newspaper Tirana Times, and a member of the Director’s Network of International Relations Institutes of EU countries, He is a member of the Editorial Board of the European Perspectives, and the Journal on European Perspectives of the Western Balkans, Slovenia.
