Moldova has launched the new e-procurement system (MTender), in order to improve transparency and increase the opportunities for private companies to acquire public contracts.
“This platform will bring benefits both to the state — better prices for quality products, and to entrepreneurs — creating a competitive environment,” says finance minister, Octavian Armasu, when launching MTender.
Alexandru Baltag, general manager at the Moldovan Businessmen Association (AOAM), is confident that the tool will be useful for businessmen. He claims that the tool will increase their confidence in the electronic procurement system and convince more entrepreneurs to participate in auctions.
The introduction of e-procurement in Moldova is part of the Public Procurement Development Strategy 2016-2020. It is now in a testing phase, though set to become fully operational in 2018 with the introduction of the mandatory procurement by public institutions. MTender has been developed as a tool that ensures transparency at all stages of the process. Furthermore, this system will satisfy the interests of the state, economic agents and society as the final beneficiary.
“We want to integrate as many contracting authorities and suppliers of goods and services as possible into the electronic system MTender, which will give the market more dynamism and will increase fair competition,” Mr Armasu said.
Participation in MTender offers several benefits to stakeholders. Among the most important would be equal conditions for all economic operators, the possibility of viewing and analysing the procurement plans, transparent and public selection process of the winner and access to historical purchasing information. In addition, cost reductions in public procurement, transparency and increased opportunities for private firms to obtain public contracts, are also achieved.
